Cloudflare has announced Kitesurf, a browser specifically built for AI agents, that runs entirely in V8 isolates on the Workers platform. The news was presented in the company’s official blog, which details the 12-week journey from conception to the public announcement.
The idea of building their own browser is not new at Cloudflare — it came up internally every few months, but was always postponed due to technical difficulty and lack of unique problems to solve. This time, the scenario changed: the maturity of WebAssembly (Wasm) in Workers, combined with the explosion of AI agents that need browsers to perform tasks, created the perfect moment.
Browser Run, the company’s headless automation product, has grown significantly with the rise of AI. But traditional engines, like Chromium, were made for humans, not for agents. They consume excessive memory and computation, making it expensive to provide an instance for each agent. This limits web access only to more sophisticated and expensive AI models.
The proposal of Kitesurf is to give agents a browser that prioritizes what matters for AI models: token count, context windows, scalability, performance, and cost. Features like tabs, themes, extensions, and cross-device synchronization are irrelevant to agents. Visual perfection and smooth 60fps scrolling are also not necessary — agents are content with approximate CSS parsing and non-pixel-perfect rendering.
The threat model is also different. Issues like prompt injection and tool security become priorities. Therefore, Kitesurf was designed assuming that each page load is untrusted input and each session starts from scratch. Each component is isolated and has access only to strictly necessary resources.
The inspiration came from obscura, a headless engine written in Rust for AI automation, without Chrome or Node.js dependencies. With the help of an AI agent, the team ported the project to Workers. At first, it didn’t work well, but with a solid plan and clear success criteria, the agent was able to complete the task.
The development strategy relied heavily on testing. Web Platform Tests (WPT) provided compliance criteria with W3C standards, while integration and visual regression tests compared Kitesurf with Chromium on real websites, using Puppeteer. This ensured that the quality of the code and results was maintained, even with intensive use of AI in the process.
The technical choice was native Rust compiled to WebAssembly via wasm-bindgen, avoiding unnecessary emulation layers and running as close to the metal as possible. Exception handling is rigorous: any failure degrades to a blank frame or a missing element, never a dead session.
The design philosophy prioritizes stateless components whenever possible. This makes failure recovery simple — just start a new component and repeat the request. Stateless components are disposable and parallel by nature, ideal for bursty workloads typical of automation.
Kitesurf is available for free during the beta on Browser Run. Cloudflare claims it is significantly more CPU and memory efficient than Chromium for common agent tasks, such as screenshots and HTML extraction.
The company sees the browser as an important step to democratize agent access to the web, reducing costs and allowing more AI applications to explore the internet without relying on heavy infrastructure. The bet is that lightweight and specialized browsers will become essential for the next generation of autonomous agents.
